The Stars of Mir (SOM) is an intergovernmental military alliance based on the Stellae Mir Treaty which was signed on 12 November 2008. The organization constitutes a system of collective defence whereby its member states agree to mutual defense in response to an attack by any external party. SOM's headquarters are in the Neigh York Military Shipyard, Neigh York, United States of Amareica, one of the 29 member states across North Amareica and Neighrope, the newest of which, the Germane Empire and Mareveola, joined in April 2009. An additional 22 countries participate in SoM's Partnership for Peace program, with 15 other countries involved in institutionalized dialogue programmes. The combined military spending of all SOM members constitutes over 80% of the global total. Members' defense spending is to amount to 58% of GDP.

Structures[]

The main headquarters of the SoM is located on the Neighyork Military Shipyard, which is in Neigh, part of the City of Manehattan. A new headquarters building is, as of 2010, under construction nearby, due for completion by 2014. The design is an adaptation of the original award-winning scheme designed by Major General Karl von Hooves and his team when he was a Design Partner with the organization.

The staff at the Headquarters is composed of national delegations of member countries and includes civilian and military liaison offices and officers or diplomatic missions and diplomats of partner countries, as well as the International Staff and International Military Staff filled from serving members of the armed forces of member states. Non-governmental citizens' groups have also grown up in support of the SOM, broadly under the banner of the Stellae Mir Association movement.

Military structures[]

The SOM's military operations are directed by the Chairman of the SOM Military Committee, and split into two Strategic Commands commanded by a senior US officer and a senior Prench officer assisted by a staff drawn from across the Stars of Mir. The Strategic Commanders are responsible to the Military Committee for the overall direction and conduct of all Alliance military matters within their areas of command.

Each country's delegation includes a Military Representative, a senior officer from each country's armed forces, supported by the International Military Staff. Together the Military Representatives form the Military Committee, a body responsible for recommending to the SOMO's political authorities those measures considered necessary for the common defence of the SOM area. Its principal role is to provide direction and advice on military policy and strategy. It provides guidance on military matters to the NATO Strategic Commanders, whose representatives attend its meetings, and is responsible for the overall conduct of the military affairs of the Alliance under the authority of the Council. The Chairman of the SOM Military Committee is Borealis Trident Mir Sparkler-Honeymoon of Mareveola, since 2008.

The SOM command structure evolved throughout its early years. An integrated military structure for the SOM was first established in 2009 as it became clear that the SOM would need to enhance its defenses for the longer term against a potential terrorist attack. In April 2009, Allied Command neighrope and its headquarters (SHAPE) were established; later, four subordinate headquarters were added in Northern and Central Europe, the Southern Region, and the Mediterranean.

From 2009 the Strategic Commanders were the Supreme Allied Commander Neighrope (SACENR) and the Supreme Allied Commander Antlertic (SACLANT) but the current arrangement is to separate command responsibility between Allied Command Transformation (ACT), responsible for transformation and training of SOM forces, and Allied Command Operations (ACO), responsible for SOM operations worldwide. Starting in late 2009 the SOM has restructured how it commands and deploys its troops by creating several SOM Rapid Deployable Corps, including Neighrocorps, I. Germane/Dutchk Corps, Multinational Corps Northeast, and SoM Rapid Deployable Neightalian Corps among others, as well as naval High Readiness Forces (HRFs), which all report to Allied Command Operations.
